San Juan health lab rebuild: 3 construction permit bids, none approved
The Departamento de Salud filed a new infrastructure recommendation request on November 2, 2026 for the reconstruction of the Laboratorio de Salud Pública at 1111 Ave. Tte. César Luis González, San Juan. The filing is recorded as incomplete. It is the project's 10th request of this kind, while none of its three construction permit filings is recorded as approved.
Since March 2024
The project's first filings are dated March 22, 2024: an environmental pre-consultation and a request for an archaeology and historic conservation recommendation, both recorded as approved. It now has 24 filings, deleted ones left out, all on the same property.
The construction permit has not cleared. The department filed a consolidated construction permit in November 2024, June 2025 and May 2026, and none is recorded as approved. The latest, filed May 5, 2026, is recorded with a correction requested.
The infrastructure recommendation requests, which go to the permits office before a construction permit to check whether infrastructure is available for a project, run from February 18, 2025 to November 2, 2026. Six of the 10 are recorded as approved, the latest of them filed August 24, 2026. The request filed October 12, 2026 has no status recorded.
Environmental review is further along. Two environmental compliance determinations by categorical exclusion, filed November 21, 2024 and June 17, 2025, and an environmental recommendation filed May 16, 2025 are all recorded as approved.
A busy property
The laboratory's property covers 343,042 m2 (3,692,472 sq ft) in Monacillo Urbano. Over the past 12 months it drew 41 permit filings, deleted ones left out, and 9 of them were the laboratory's.
The other projects there include the replacement of pedestrian bridge BR-2549 at the Hospital de Veteranos, whose environmental categorical exclusion was filed October 5, 2026 and is recorded as approved.
