Adjuntas title case brings ethics complaint against a Housing employee
The Office of Government Ethics has filed an ethics complaint against an employee of Puerto Rico's Department of Housing in the Arecibo Region, alleging he accessed and changed his own title-regularization application for a property in Adjuntas, noticel.com reported on October 9, 2026.
The outlet reported that the complaint says he made the changes on the Canopy case platform, including assigning himself as the case manager. The property in Adjuntas belongs to his parents.
How the case unfolded
He filed his own application with the department in February 2020, the outlet reported. On February 10, 2020, he answered no to two questions: whether he had previously been denied federal aid and whether he owned the land.
In May 2022 he filed a recusal saying he would not handle matters tied to his application, according to the outlet. The ethics office alleges he entered new information in the case in March 2021, before that recusal, and again in March 2025, after it.
The ethics office says the conduct violated the conflict-of-interest guidelines of the CDBG-DR program and the Ethics Law, the outlet reported. The complaint seeks a fine, and he has 20 days from October 1 to answer it.
