Dorado legislators plan visit to chart rehabilitation of Nolo Morales public beach
The House Speaker and the representative for District 11, which covers Dorado, Vega Alta and Vega Baja, planned to visit the Manuel 'Nolo' Morales public beach in Dorado on Friday, October 16, to set a path for rehabilitating and restoring it, metro.pr reported on October 12. The beach sits on state road PR-697 in the Costa de Oro sector.
What the legislators want to fix
According to the outlet, the proposed work includes rehabilitating the parking area, remodeling the restrooms and administrative offices, building a new entrance booth, and cleaning and maintaining the green areas. The legislators also want a new security fence and further parking improvements, the outlet reported.
The visit is also meant to address coastal erosion at the site, metro.pr reported, and to discuss a possible collaborative agreement to rebuild the beach's perimeter fence.
The outlet reported that the visit is part of the '100 x 35' community impact initiative. The District 11 representative has already met with the natural resources secretary to follow up on plans for the beach grounds, according to metro.pr.
What surrounds the balneario
The balneario stands on a 19,323-square-meter property on Calle A in Urbanización Sardinera Beach, according to RED Atlas property records. The land-use plan classifies it as specially protected ecological land, and about a tenth of it lies in the coastal high-hazard flood zone. The property-tax roll assesses the land and its buildings at $73,279, a historic tax base rather than a market value, and names no owner.
The improvements the legislators describe have been filed before. A project titled "Mejoras a Balneario Nolo Morales" received an environmental categorical exclusion on December 15, 2023, an approved use recommendation on December 21, 2023, and two approved health and safety recommendations on May 9, 2024, according to state permit records. Its consolidated construction permit, filed in December 2023 with an estimate of 270 days of work, is marked archived. On October 16, 2026, the Friday of the planned visit, a new pre-consultation was filed for repairs of damage left by Hurricane María, and the record shows no decision yet. One business already operates under a permit at the beach: El Playero, a cafeteria and restaurant with billiards and live music, was approved on April 15, 2025, with six jobs and 25 parking spaces.
