San Juan opens business incentives of up to $150,000 with property-tax breaks; 20 applications under review
San Juan's Economic Transformation Plan entered its implementation phase with 20 business applications under evaluation for incentives, the mayor announced on October 21, 2026, the San Juan Daily Star reported at sanjuandailystar.com. The municipality enacted the plan's Administrative Guidelines on October 1.
What businesses can get
Eligible businesses may apply for economic incentives of up to $150,000 and municipal exemptions of up to 100%, the outlet reported. Small and midsize enterprises in strategic sectors may receive standard amounts of up to $75,000, and other businesses in those sectors up to $150,000 per business per fiscal year.
The tax benefits cover municipal licenses, personal and real property taxes, and construction fees. The benefits are not automatic: each application is weighed on its viability, private investment and jobs, and an approved one is formalized in an economic transformation decree, according to the outlet.
The plan names six strategic sectors: creative industries, culinary routes, specialized health services, knowledge-intensive professional services, information technologies and specialized experiential tourism. It is part of the first review in 20 years of the municipality's Economic Development Code.
Vacant and nuisance properties
A component of the plan aims to revitalize commercial and urban spaces. Projects in Río Piedras, municipal facilities and strategic areas may be considered, as well as projects that return vacant, abandoned or public-nuisance properties to productive use. A project that acquires, restores and uses a property declared a public nuisance may qualify for additional tax benefits, the outlet reported.
Commercial space on the market
San Juan had 445 commercial properties listed for sale on October 23, 2026, and 184 commercial listings offered for lease, a separate pool. The city's figures are on its San Juan market profile.
