San Juan incentive program opens with 20 business applications
Twenty businesses applied for municipal economic and tax incentives under San Juan's Economic Transformation Plan, the city's mayor and its economic development director announced on October 20, 2026, El Nuevo Día reported at elnuevodia.com. The outlet reported that the plan also aims to put vacant, abandoned and public-nuisance properties back to productive use.

What the city is offering
The mayor appeared with the director of the municipal Department of Economic Development and Tourism, and the outlet reported that 20 businesses had applied by then. The administrative guidelines for the program took effect on October 1, according to El Nuevo Día.
Eligible businesses may request economic incentives of up to $150,000 and municipal exemptions of up to 100%, the outlet reported. Small and medium businesses in strategic sectors may receive ordinary amounts of up to $75,000.
The tax benefits cover municipal business licenses, personal and real property, and construction excise taxes, according to the outlet. El Nuevo Día reported that the program reaches across San Juan, including Río Piedras, municipal facilities and strategic zones.
Public-nuisance properties
A second part of the plan is meant to revitalize commercial and urban spaces, the outlet reported. Projects that acquire, restore and use a property declared a public nuisance may qualify for additional tax benefits.
The plan is part of the first revision in 20 years of the city's Economic Development Code, according to El Nuevo Día.
San Juan's commercial property market
The incentives arrive in a city with 426 commercial properties actively listed for sale on November 1, 2026, according to RED Atlas data on the San Juan market profile on RED Atlas.
Owners offered fewer commercial properties for lease than for sale, with 172 commercial lease listings active on November 1, 2026.
The median monthly asking rent for commercial lease listings in San Juan was $1,500 in October 2026. That figure rests on a small sample of asking rents, not signed leases.
On the sales side, the city recorded 45 commercial compraventa deeds in November 2025, the latest month in that series.
Construction activity across the city is wider than the commercial segment. San Juan approved 12,129 building permits in 2025, counting permits of every kind recorded in the permit registers.
