Cabo Rojo parador owners press for tighter short-term rental enforcement in a town with 1,258 active short-term rentals, half of them in Boquerón
Owners of small inns known as paradores in Puerto Rico's western region, among them the owner of Parador Boquemar in Boquerón, Cabo Rojo, have renewed their call for the government to tighten enforcement of the laws that already regulate short-term rentals, sanjuandailystar.com reported on October 6, 2026.
What the inn owners are asking for
The owners said Puerto Rico already has rules for short-term rentals, and that the trouble is weak oversight of them, according to the outlet. In their view, unregulated short-term rentals operate as residential properties without meeting the commercial obligations that licensed lodging carries.
They argued that short-term rentals should be held to the same requirements as hotels. The owners also warned that a rapid expansion of unregulated units could get out of control and undermine licensed hotels and paradores, the outlet reported. The outlet pointed to Spain as an example of a stricter approach, since that country plans to ban short-term tourist rentals in apartments by 2028.
