Azul Elderly, 125 rental homes in Guaynabo, wins infrastructure nod
Azul Elderly, a project of 125 rental homes for older residents at 29 Calle Rafael Hernández, in Barrio Pueblo, Guaynabo, has won another approval at an early stage of the permit process. An infrastructure recommendation request filed on May 4, 2026, under case 2026-673635-SRI-329246, is approved, and so is a later request on the same case, filed September 21, 2026.
An infrastructure recommendation request comes before a construction permit: it asks whether water, power and roads can serve the site. The project has no approved construction permit on file. A consolidated construction permit case opened for it in 2025 is marked for rectification.
A tax-credit bid
The May filing describes Azul Elderly as a 125-unit social-interest rental building entered in the competition for Low Income Housing Tax Credits (LIHTC) construction funds, a submission that calls for notice of an approved construction permit. An infrastructure request filed June 11, 2026 and a request for administrative review filed August 7, 2026 have no status on file.
A project resized over a decade
Azul Elderly has been in the permit files since 2015, when environmental and infrastructure recommendations were approved for a building of 128 one-bedroom apartments for older residents. Filings from July 2025 describe 146 one- and two-bedroom apartments for rent to older people, with offices, support services, common areas and parking. The 2026 filings put the count at 125 homes.
The site
The property covers 3,430 m2 / 36,916 sq ft, almost all of it urban land in the R-5 zoning district. It last sold in a deed recorded June 13, 2007, for $1,600,000. The same property also holds an approved single permit, filed April 14, 2026, for a specialized middle school and therapy center for children with learning difficulties.
Across Guaynabo, 213 infrastructure recommendation requests went on file in the past 12 months, against 343 in the 12 months before.
