La Merced elderly housing in Hato Rey Norte to grow to 151 apartments
La Merced Elderly Housing, a project to expand an existing building at 360 Avenida Ingeniero Manuel Domenech in Hato Rey Norte, San Juan into 151 studio and one-bedroom apartments for low-income elderly people, holds two approved consolidated construction permits, filed May 1 and July 16, 2026. A consolidated construction permit combines the construction, remodeling, demolition and urbanization permits into one, and neither approval means work has started.

The filings describe remodeling the building's first three levels and adding a fourth and a fifth, with an administration office, maintenance space and meeting areas for the community. The business directory lists Egida La Merced on the property.
The file is still moving. In October 2026 the project filed a construction consultation, which is marked incomplete, along with a request for an extension or reopening and a new infrastructure recommendation request. An environmental pre-consultation was approved in September.
The property
The lot covers 3,293 m2 / 35,444 sq ft of urban land in the R-4 zoning district, in Urbanización Eleanor Roosevelt, and has 55 permit filings on record across all years. The project's first infrastructure recommendation requests were approved in 2024.
San Juan had 736 consolidated construction permit filings over the past 12 months, fewer than the 978 of the 12 months before, and other properties in Hato Rey Norte drew 597 permit filings over the past 90 days.
