Las Piedras files third construction permit for Luis H. Torres track
Municipio de las Piedras filed a consolidated construction permit on October 27, 2026 to remodel the Luis H. Torres sports complex in Barrio Ceiba, Las Piedras. The filing, case 2023-512282-PCOC-332053, is under inspection. It is the project's third construction permit filing, after one from 2023 that was archived and one from October 11, 2026 that is incomplete.

The filing names the project Remodelacion de Pista Luis H. Torres and describes the job as the remodeling of the Luis H. Torres sport complex. It lists aqueducts, electricity from PREPA and a septic tank among the infrastructure the works involve. A filing does not establish that work has started.
A project filed in steps since 2023
The remodel first reached the permits office on September 26, 2023, when the municipality filed an environmental review by categorical exclusion, recorded as approved, and a consolidated construction permit that was later archived. Three years later the filings came close together: the construction permit of October 11, 2026, a single permit on October 21, 2026, both incomplete, and the October 27 construction permit now under inspection.
Before the remodel, the municipality's athletic track on the same land, Pista Atletica Luis Humberto Torres, went through five infrastructure recommendation requests: three filed in 2023 and one on February 27, 2025, all recorded as approved, and one on April 15, 2025 with no status. The land also carries two filings from 2012, a construction permit and its environmental exclusion, both recorded as issued.
The land
The property covers 29,716 m2 (319,861 sq ft), and the business directory lists Pista de Las Piedras on it. Its zoning is D-G, a district for land used for institutional, civic, educational, cultural, religious, recreational and similar facilities, and the Puerto Rico Land Use Plan classes it as urban land. No sale or listing of the property appears.
The municipality's filings
Over the past 12 months the municipality has 11 permit filings that were not deleted, among them requests for a historic City Hall renovation and park and filings for two Head Start centers. The two consolidated construction permit filings among them are both for this track. Across Las Piedras, 63 consolidated construction permits were filed in the past 12 months, against 64 in the 12 months before that.
