20 hurricane home rebuilds filed on one Toa Alta tract since 2021
A single-family home damaged by Hurricane María at Carr. 819 Bosque Magico Parcela F-20, Sector Las Acerolas, Bo. Mucarabones, Toa Alta has an environmental clearance on file for its reconstruction. The Departamento de la Vivienda del Gobierno de Puerto Rico filed a categorical exclusion for the project, Reconstrucción PR-SFM-05383, on August 31, 2026, and it is recorded as approved. The home is mapped to a single 633,399 m2 tract where 20 hurricane-recovery home rebuilds have filed since 2021.
The department describes the work as the reconstruction of a single-family home affected by Hurricane María, funded by the CDBG-DR/MIT recovery program. The same day it filed an infrastructure recommendation request for the project, with no decision on file. No construction permit of any type has been filed for this home, so the rebuild is at an early stage: a categorical exclusion finds that a routine action needs no further environmental review, and it does not mean work has started.
One tract, 20 rebuilds
The tract measures 633,399 m2 (about 157 acres) and holds many homes along Carr. 819, Calle Orquidea, Calle Robles and Calle las Palmas. Since the first filing on August 16, 2021, 20 hurricane-recovery home projects have filed there. Of those, 15 filed a construction permit, and nine reached an approved use permit, the latest on July 28, 2026.
Ten of the 20 projects filed in 2026, five of them for the first time, out of at least 59 such home projects with a filing across Toa Alta from January through October. Parcela F-21, the next home number on Carr. 819, filed an infrastructure recommendation request on September 22, 2026 and an environmental exclusion on September 29, 2026, both recorded as approved. The newest filing on the tract, on October 23, 2026, is a consolidated construction permit for another home on Calle Orquidea, recorded as under inspection.
