Corozal's Emilio R. Delgado school files for a construction permit
The modernization of the Emilio R. Delgado school at Carr. 891 km 0.2 Corozal, Puerto Rico 00783 has filed for a consolidated construction permit. The filing was submitted on October 13, 2026, and is recorded as incomplete. It is the latest of 17 filings the project has made since May 27, 2024.

The project description proposes a combination of demolition and remodeling of the existing buildings, plus the construction of new structures, in order to meet the space requirements of the new educational standards of the Puerto Rico Department of Education. A consolidated construction permit combines the construction, remodeling, demolition and urbanization works permits into one.
Two years of filings
The project's first infrastructure recommendation request, filed on May 27, 2024, is recorded as approved. The environmental step took longer: a categorical exclusion filed on November 26, 2024 was denied, and a second one filed on February 21, 2025 was archived. A construction consultation filed on March 28, 2025 is recorded as incomplete.
An environmental recommendation filed on April 23, 2025 and a final determination of no environmental impact filed on April 27, 2026 are both recorded as approved. On August 28, 2026, the project filed three more infrastructure recommendation requests: one is recorded as approved, one as incomplete and one as returned for correction.
With the construction permit filing incomplete, nothing on file shows that work has started.
The school's site
The school's lot measures 14,811 m2 (159,429 sq ft). It has seen public works filings before: a construction permit for a public project, filed on August 6, 2019, is recorded as approved.
Across Puerto Rico, 40 consolidated construction permit filings over the past 12 months use the word "escuela" (school) in their name or description, and 5 of them are recorded as approved.
