Antigua Alcaldia theater in Vega Alta clears environmental review
The Municipio de Vega Alta's plan to turn the first floor of its old city hall, the Antigua Alcaldia at 64 Calle Luis Muñoz Rivera, into a public theater has a new environmental compliance determination by categorical exclusion, filed on September 11, 2026 and recorded as approved. The project has been before the permits office since 2023, and a construction permit request it filed in April 2026 is recorded as pending.
What the new filing covers
The filing, case 2026-708149-DEC-331787, describes the rehabilitation of the building's first level for reuse as a municipal facility for cultural and community activities, with an exhibition hall and a multipurpose room for meetings and public events. A categorical exclusion certifies that a predictable or routine action needs no further environmental planning.
Five days earlier, on September 6, 2026, the project filed an incidental single permit under the same new case, also recorded as approved. Both filings carry the project name PR-CRP-000649.
Three years of filings
The theater plan first reached the permits office on October 4, 2023, when the municipality filed six requests on one day: four recommendation requests on health and safety, infrastructure, and archaeology and historic preservation, an environmental exclusion, and a buildability pre-consultation. The four recommendations and the exclusion were recorded as approved; the pre-consultation was archived.
A second round followed under the same 2023 case. Two health and safety recommendations filed in February 2026, an infrastructure recommendation filed March 3 and an archaeology recommendation filed March 20 were all recorded as approved. On April 14, 2026 the municipality filed a construction permit request, recorded as pending, and a further archaeology recommendation filed April 29 is also pending.
The September filings open a new case, so the project now holds two approved environmental exclusions, one from 2023 and one from 2026. A separate single permit filed on May 18, 2025 for municipal services offices in the same building carries no status.
The property and the street
The lot covers 471 m2 (5,070 sq ft) of urban land and is zoned D-G, a district for institutional, civic, cultural and similar facilities.
On the same street, at 17 Calle Luis Muñoz Rivera, the municipality is moving a second project of the same series, PR-CRP-000650, which would revitalize the Antiguo Casino as an activities and art exhibition center. It also filed its first requests on October 4, 2023; its latest, an archaeology recommendation filed October 5, 2026, is recorded as incomplete.
No construction permit for the theater is recorded as approved, and the filings do not show that work has started.
