Ex-housing chief takes $38,000 Palmas Altas land title to the FBI
A former executive director of Puerto Rico's Housing Development and Improvement Administration has filed complaints with the FBI in San Juan and three other agencies over 2002 certifications that carry her name, her signature and her Social Security number and were used to transfer public land, Telemundo Puerto Rico reported on November 4, 2026. One of them sold 7,200 square meters of land in the Palmas Altas community of Barceloneta for $38,000.
What the outlet reported
The complaints went to the Social Security Administration's Office of Inspector General, the FBI office in San Juan, Puerto Rico's Office of Inspector General and the Housing Department, the outlet reported. They followed an investigation by Rayos X and the Centro de Periodismo Investigativo that found suspicious transactions in more than 20 municipalities.
In a statement, the former director said the document bears a signature she does not recognize as hers and a Social Security number whose use she never authorized. She said the complaints seek to establish whether crimes such as document forgery or identity theft were committed.
The Palmas Altas certification is dated May 9, 2002, and sells the land, which borders the maritime-terrestrial zone, to a private buyer for $38,000. It did not reach the Property Registry until March 2025, almost 23 years later. Nine days after it was registered, the buyer sold the land for $45,000 to Genesis Land LLC, represented in the deal by the buyer's son, and months later the land was split into seven lots, the outlet reported.
The certification invokes Law 132 of 1975, which reserves these titles for families who live on the lot and have no other home; the document instead describes the buyer as an owner living in San Juan. The Housing Department told the outlet it has not identified the transaction in its files.
A second certification filed the same day
The Property Registry's Manatí office logged the May 2002 certification on March 13, 2025, as lot 1-A, carved from a 58.1524-cuerda Palmas Altas property of the Commonwealth of Puerto Rico. The next entry that day was a second certification from the same parent property: lot 1-B, 7,810.2 square meters, dated April 18, 2002, and sold to another private buyer for $39,300. It also carries the former director's name.
The company signed a deed of use and building restrictions on 22 lots in the Palmas Altas ward on May 5, 2026, and 20 of them measure 900 square meters each. That deed does not say which earlier titles the lots came from. The next day the company sold two Palmas Altas properties for $150,000 each, and on July 7 it traded two of the 900-square-meter lots in that deed for land in Isabela.
What land in Palmas Altas asks today
At $38,000, the 2002 certification priced the land at about $5.28 a square meter, and the resale at $45,000 came to about $6.25. An ad running since October 22, 2026, offers lots of about 900 square meters in Palmas Altas, described as oceanfront, at $198,000 each, about $220 a square meter, and says they are recorded at the Property Registry and meet the required distance from the maritime-terrestrial zone.
The same ad first appeared on August 20, 2026, at $162,000 a lot and rose to $192,000 on August 31 before the current ask. It does not name the seller. Other active land ads in the community include asks of $110,000 for 1,000 square meters and $130,000 for 492 square meters. The land market for the neighborhood is at the Palmas Altas market profile.
