Barceloneta's Palmeras hands over last 22 of 38 federally funded homes
Puerto Rico's Department of Housing handed over the last 22 homes of Urbanización Palmeras, in barrio Florida Afuera, Barceloneta, on October 31, 2026, completing delivery of all 38, Primera Hora reported. The outlet said the development was built with $11,586,200 in federal funds from the CDBG-MIT program, about $304,900 per residence.
The first 16 homes were delivered in June 2026, a year after the groundbreaking in June 2025, the outlet said. The governor, the housing secretary and the mayor of Barceloneta each spoke about the project's completion.
All 38 are single-family houses with three bedrooms and two bathrooms, equipped with solar panels and batteries, solar water heaters, water cisterns, refrigerators, stoves and ceiling fans, Primera Hora reported. They go to eligible participants of the department's Single-Family Housing Program, who must meet its requirements and hold a housing voucher.
The outlet added that the department has single-family projects under way in Naguabo, Guayama, Humacao, Ponce and Añasco.
A decade of filings on the site
The homes stand on a property on Carretera 140, Km 66.7, in Florida Afuera. Subdivision plans for Urbanización Palmeras were filed there on February 9, 2016 and are recorded as approved.
An infrastructure request filed on July 21, 2023 described the project as 38 single-family units. The consolidated construction permit for the CDBG-MIT single-family project was filed on September 26, 2024 and is recorded as approved, and a ministerial lot subdivision filed on June 12, 2025, the month of the groundbreaking, is also recorded as approved.
Two use permits filed on April 21 and April 23, 2026, ahead of the first handover, are recorded as approved, as is a residential use permit filed on August 25, 2026.
The land changed hands in a sale deed dated December 3, 2025, for $500,000, from the development company that had held it to a company named after the project.
Of the three-bedroom houses with two bathrooms or more advertised for sale in Florida Afuera on November 5, 2026, all but one asked less than the roughly $304,900 per home the outlet gave as the project's cost; the highest asked $350,000.
