Radioville, Arecibo sewer rehabilitation gets exclusion denied in 2024
The Puerto Rico Aqueduct and Sewer Authority has an approved environmental compliance determination by categorical exclusion, dated October 27, 2026, for the rehabilitation of the Radioville sanitary sewer system in Arecibo. The system serves the Vista Azul and Radioville communities in Hato Abajo, and its 21-inch trunk sewer runs along Atlántico Avenue close to the coastline.

That trunk sewer failed in 2019 because of coastal erosion. The authority repaired and realigned a segment and placed riprap, but the waves keep eroding the coast along the system. The project's other filings describe installing and rehabilitating sanitary pipes and manholes and moving part of the system away from the shore, mostly under roads, parking lots and already developed areas. The authority identifies the works as CIP Number 2-07-9006, and this filing places them on the Plaza Del Atlántico property on Carretera 2 in Hato Abajo.
A step denied in 2024
The same determination was denied once. A categorical exclusion request for the project dated September 19, 2024 was denied, after three infrastructure recommendations, dated between May 2023 and August 2024, and an archaeology and conservation recommendation dated August 22, 2024 had been approved. A second archaeology recommendation, dated September 5, 2025, was also approved.
The project came back in 2026 under two new cases. Legal pre-consultations dated September 18 and September 29, 2026 were approved, and the exclusion was approved twice: in a filing dated October 7 and in the one dated October 27.
An incidental single permit for the works, dated October 17, 2026, is under inspection. A consolidated construction permit application dated October 20 was deleted, and no other construction permit filing for the project is on record, so the rehabilitation remains at an early stage: the approved exclusion is an environmental step, not a permit to build.
