Florida school's quake retrofit, one of 10, sent back for corrections
An earthquake reinforcement project for Escuela Juan Ponce de León, at Carretera 631, Florida Adentro, Florida, 00650, has reached the construction permit stage. Its consolidated construction permit application, filed August 11, 2026, has been sent back: the permits office has asked for corrections.
The school is one of 10 whose filings describe the same program of the Autoridad de Edificios Públicos, named as owner on the Florida filings: adding structural reinforcement to existing schools so that they meet current codes for earthquake-resistant structures. The program's filings reached the permits office between December 15, 2025 and September 2, 2026.
How the Florida project got here
The project's first filing, a legal pre-consultation filed December 24, 2025, is approved. A pre-consultation is an optional orientation that checks a proposed project against the law before a formal filing; it is not a final decision.
An environmental compliance determination by categorical exclusion, filed July 21, 2026, is also approved. It finds that a routine action needs no further environmental planning, and on its own it does not show that any work has started. The construction permit application followed on August 11.
Where the other schools stand
Nine of the 10 schools have a consolidated construction permit application on file. Florida's is one of four the permits office has asked to correct, with those in Camuy, Isabela and San Sebastián. Two, in Aguada and at Escuela Especializada de Bellas Artes in Arecibo, are incomplete, and one, at Escuela Manuel Ruiz Gandia in Arecibo, is under inspection.
The applications in Moca and Villalba have no status on file, and the school in Hatillo has filed only a legal pre-consultation.
The property
The school's lot covers 63,209 m2 (680,372 sq ft), and its filings go back to 2011, when a partial demolition of the school was filed. A separate project on the same property, for general repairs at Escuela Juan Ponce de León II, has an approved legal pre-consultation filed June 23, 2026. It describes components damaged by Hurricane María, by earthquakes in the area and by accumulated environmental wear, and asks whether the repairs can be exempt from construction permits.
