De Diego flood-control pump station rehabilitation in Santurce clears two early reviews, with no construction permit yet
The Department of Natural and Environmental Resources (DRNA) is rehabilitating the De Diego flood-control pump station in Santurce, San Juan, and the project has cleared two early reviews, according to filings in the government permits portal that RED Atlas tracks. The station is at Ave. De Diego, Parada 22, at the corner of Calle Julián Blanco and Calle Estrella. The filings place the work in the department's capital improvements program to rebuild facilities damaged by Hurricane María (federal disaster 4339-DR).
Where the project stands
An environmental determination for the project, filed on September 8, 2026, is approved. An infrastructure recommendation request filed on October 6, 2026 (case 2026-708049-SRI-334777) is also approved. That request is the step before a construction permit, in which the agencies for water, power and roads confirm that a project's site can be served.
The record has no construction permit yet, and the filings list no budget, area of work or start date. Three other infrastructure requests for the same project are still open: one filed on September 4 and one filed on October 6 show no status, and a second one filed on October 6 carries a request for corrections.
The site and the neighborhood
The permit file ties the project to a property of 253 m2 / 2,722 sq ft in Santurce. The federal flood map lists the property as zone X, outside the mapped flood zones.
Across San Juan, the permits file counts 855 infrastructure recommendation requests dated in the 12 months to October 19, 2026, against 1,349 in the 12 months before. These requests come before a construction permit or a consultation, so a request alone does not mean a project has been permitted.
