Guayanilla plans 7,632 sq ft safe room for first responders
The Municipio de Guayanilla is moving a planned operations building for first responders through the permit process at its emergency management site on PR-132 km 0.8 in Jaguas, Guayanilla. The project's latest filings, two health and safety recommendation requests filed in July 2026, are both recorded as approved; the later one was filed on July 14.
The project, filed as Guayanilla Safe Room, is a single-story concrete and block building of about 7,632 square feet (709.4 square meters) next to the municipal emergency management office, which stays on the property. Its plans include offices, bathrooms, bedrooms, a kitchen and a dining hall for first responders during emergencies.
Two years of filings
The project's first filing, a legal pre-consultation, was filed on October 15, 2024 and recorded as approved. Two infrastructure recommendation requests followed on October 31 and December 19, 2024, both recorded as approved.
A consolidated construction permit application was filed on December 19, 2024 and is recorded as incomplete. An environmental pre-consultation was filed on June 16, 2025 and recorded as approved, and an environmental assessment determination was filed on April 9, 2026 and recorded as approved. No construction permit is recorded as approved, so the project is still at an early stage, and no filing shows that work has started.
The site
The property covers 17,025 square meters (183,257 square feet), and the municipality bought it in a deed dated September 12, 1997. About 37.1% of its area lies in flood zone AE and 62.9% in zone X.
The emergency management office already on the property has held operating permits since 2021. The latest, a single permit bundling the authorizations it needs to operate, was filed on July 21, 2026 and is recorded as approved.
