Mini storage seeks permit on Dorado's planned 53-room hotel site
The Municipality of Dorado's plan for a 53-room municipal hotel at Urbanización Sardinera Beach, 194 Calle E, Higuillar, Dorado, 00646 has an infrastructure recommendation request, filed on June 12, 2026, that the record marks approved. It is an early step, and no construction permit has been filed for the hotel. On July 2, 2026, a company filed for a construction permit for a 23,950-square-foot storage center on the same property.
Three years of early filings
The hotel case opened with a filing in September 2023. All of its filings are infrastructure recommendation requests, which go to the permits office before a construction permit or consultation to check whether infrastructure is available for a project.
The case holds 10 of them. Five were approved, three were archived, one is a rectification, and one, filed on March 31, 2026, is pending.
The municipality has filed on this site before. Between 2015 and 2017 it filed for, among others, a construction permit dated April 8, 2016, two general consolidated permits dated April 11 and September 29, 2016, and an authorization to cut, prune and replant trees dated May 13, 2016, all approved. Those filings do not name the project.
A second project on the same property
The storage center is described in its filings as a facility with units of different sizes and controlled access, for residential and commercial storage. It has reached the construction permit stage that the hotel has not.
Its environmental compliance determination by categorical exclusion was approved on July 2, 2026, a legal pre-consultation on August 18, 2026, and a use recommendation request on August 20, 2026. The construction permit filed on July 2 has no decision yet, and a second copy filed the same day was deleted.
The property
The municipality bought the property for $195,400 on December 29, 2014, the only sale deed on file for it. No later deed names a new owner or the storage company.
The lot covers 1,511 m2, and the 2014 deed lists 1,394 m2 of built area. It lies in the C-T zoning district, a commercial district for tourism zones, and the Puerto Rico Land Use Plan classes it as urban land.
