Hotel Baños de Coamo rebuild awarded in a $7.8 million bid
The Puerto Rico Land Administration announced a $7.8 million bid award to Bella Sofía Contractors, Inc. to rebuild the historic Hotel Baños de Coamo in Coamo, after the original project stalled over budget problems and hidden damage, El Vocero reported on October 29, 2026 (elvocero.com).
How the award came about
Noticel (noticel.com) reported that the Bid Board of the General Services Administration gave the contract to the lowest bidder, which also had the highest evaluation score. El Vocero reported that the award was announced at a meeting at COR3, and that Coamo's mayor attended.
The first attempt at the work did not get far. El Nuevo Día (elnuevodia.com) reported that hidden damage found during the initial works led to change orders and stopped the project.
The new contract covers demolition and construction, masonry, concrete repair, roof replacement and waterproofing, the outlet reported. It also covers plumbing, electrical work, carpentry, doors and windows, painting, finishes and the exterior areas.
Who pays for it
The project combines FEMA funds claimed by the Land Administration with the agency's own money, El Vocero reported. That outlet put the original FEMA claim at about $3.9 million, and it reported that the mayor had estimated the cost at $7 million to $8 million.
Noticel gave a different FEMA amount. It reported that the federal agency assigned $3,998,011.51 to the project, and that COR3 has disbursed $899,553 of it. A second El Vocero article (elvocero.com) printed the same two amounts.

Before the contract is signed, the contractor must post performance and payment bonds and meet the required certifications, Noticel reported. El Vocero reported that officials gave no start date or construction timeline.
