Two solar warehouses in the permit record
Permit records analysed by RED Atlas show two warehouses filed on the former U.S. Naval Station land at roads PR-866 and PR-867. A project named Windmar Home Warehouse, a 54,000 sq ft (about 5,017 m2) warehouse at Km 2.0 of PR-867, received a consolidated construction permit on January 30, 2024, and a single permit for warehouse use was approved on April 3, 2025. A newer single-permit filing for a warehouse and administrative offices, dated August 14, 2026, is marked incomplete.
Next to it, a project named CED Warehouse, a 66,000 sq ft (about 6,132 m2) warehouse, received its construction permit on January 29, 2024. Its single-permit filing of August 14, 2026, describes a warehouse for solar equipment such as panels, batteries and electrical cable, with administrative offices on a mezzanine, and it is also marked incomplete. The records do not say which of the two buildings burned.
An industrial park on the old base
Both warehouses are filed inside the Sabana Seca Eco-Industrial Park, a plan to subdivide and urbanize about 287.4 cuerdas (about 113 hectares) of the former base for industrial use. Its consolidated construction permit, filed in August 2024, is marked incomplete in the record, and an extension request filed on May 28, 2026, is under inspection. A demolition permit was issued on the land in December 2016.
The property the warehouses are filed on covers 640,506 m2. The Puerto Rico Land Use Plan classes 94% of it as rural land specially protected for its ecological value, and its zoning is 94% resource conservation and 5% light industrial, according to the property records.
