Dorado USDA lab renovation holds an approved construction permit
The Puerto Rico Department of Agriculture's renovation of Building 3 at its veterinary diagnostic laboratory complex on Carretera 693, Km 4.0, Higuillar, Dorado holds an approved consolidated construction permit, case 2025-630209-PCOC-327402, dated June 4, 2026. The building houses USDA laboratories.

A new infrastructure recommendation request for the same building, case 2026-695392-SRI-330951, dated June 20, 2026, is marked approved as well. It replaces an earlier request for the laboratory that, the filing says, had been conditionally approved on June 3, 2026, and it was filed with newly proposed changes.
What the work covers
The construction permit describes the renovation and improvement of the facilities that house the USDA laboratories in Barrio Higuillar. The infrastructure request details it: interior remodeling and improvements of Building 3, a one-story building, with exterior renovation and the renovation of four mezzanines, laboratories, storage and laboratory support rooms, offices and bathrooms.
The construction permit's case opened in 2025. Under it, an environmental compliance determination by categorical exclusion dated May 30, 2025 and two health and safety recommendation requests dated June 12, 2025 are marked approved. A first construction permit filing, dated June 7, 2025, is marked for correction.
The property
Building 3 has needed work before. An approved pre-consultation dated March 6, 2023 listed replacing its air-conditioning units, window storm shutters, fans and fluorescent lights and clearing its roof drains.
The property that holds the complex covers 114,046 m2. Its only recorded deed, dated July 26, 2010, is a transfer between two public agricultural agencies with no price. The filings do not show whether work has started.
