Luquillo seeks permit to rebuild Calle Amadeus after 2024 slide
Municipio Autonomo de Luquillo has filed for a consolidated construction permit to rebuild and permanently stabilize a stretch of Calle Amadeus in the Hacienda Carabalí community, where the filings say the embankment holding up the road slid after heavy rain between April 29 and May 10, 2024. The project, D.I. #1392724 Hacienda Carabalí Luquillo, is filed at Carr. C. Amadeus, Km 0, Luquillo, under the cadastral number of a 4,007-square-meter property on record at 46 Calle 3, Mameyes I.
What the filings describe
The project description calls the road an important access route for residents, visitors, service vehicles and emergency crews. The slide washed out the material under the road, eroded the embankment and partly collapsed sections of the roadway.
The pavement shows lengthwise cracks, broken edges and settlement, and the shoulders, guardrails and concrete curbs are damaged. Parts of the buried drinking-water line were left exposed. Poor surface drainage, water pooling at the foot of the slope and uncontrolled runoff are named as conditions that keep the embankment unstable.
The proposed work removes the unsuitable or slide-disturbed material, rebuilds the embankment with compacted structural fill, and builds a prefabricated retaining wall of Stone Strong units or a similar system, reinforced with geogrid. The wall would rise in two tiers separated by an intermediate slope.
Three filings in three months
The project has three filings under case 2026-704669:
- An environmental compliance determination by categorical exclusion, the finding that a routine action needs no further environmental review, filed on August 17, 2026 and recorded as under inspection.
- An infrastructure recommendation request, filed on October 8, 2026, on which a correction has been requested.
- A consolidated construction permit, which combines the construction, demolition and site-works permits into one, filed on October 13, 2026 and recorded as incomplete.
None of the three is recorded as approved, so the filings do not mean work has started.
Over the past 12 months the municipality has filed for three other projects in Luquillo: single permits for the city hall, filed on April 21, 2026, and for the municipal police station, filed on May 1, 2026, both recorded as approved; and a project to buy and install street signs, whose infrastructure recommendation request, filed on June 29, 2026, is also recorded as needing a correction.
