R Soto Extra Arecibo, LLC has bought the property at 501 Avenida San Luis, Barrio Pueblo, Arecibo, 00612, from Soller Sugar Company, Inc. for $1,000,000. The sale deed was recorded on July 1, 2026.
The buyer already held a permit at the address. A single permit for a supermarket with sale of sealed alcoholic beverages, butcher shop and deli was approved in its name on September 19, 2024, and a new single-permit filing for the same supermarket, filed on September 25, 2026, is incomplete. A single permit bundles in one application the use permit, environmental compliance, fire prevention certification, sanitary license and other authorizations a business needs to operate.
The seller split the lot
Before the sale, the seller had a project approved to segregate two lots from the property. Its ministerial subdivision filing was approved on September 15, 2025, its environmental compliance determination by categorical exclusion on September 16, 2025, and its infrastructure recommendation request on October 8, 2025.
A ministerial subdivision filing is written authorization to develop land, such as utilities, earthwork and streets, without building structures. A categorical exclusion certifies that a predictable or routine action needs no further environmental planning.
