Capitol Building in Santurce gets approvals for an 1,854 m2 office remodel on its eleventh floor
An office remodel called Workspace Renovation Initiative - 11th floor has two approvals for the Capitol Building at 800 Ponce de León Avenue in Santurce, San Juan, according to permit filings analysed by RED Atlas. The filing describes 1,854 m2 (19,955 sq ft) of interior work under case 2026-706381-PCOC-330084.
The work covers the office spaces, restrooms and elevator lobby of the eleventh floor, new furniture across the rest of the floor and some changes to the interior layout. It replaces commercial carpet, ceramic tile, ceiling tiles and gypsum board panels, with the mechanical and electrical work that goes with them.
Two approvals filed together
Both filings are dated August 26, 2026, and both are approved. One is an environmental compliance determination by categorical exclusion, which certifies that a routine action needs no further environmental planning. The other is a consolidated construction permit, which combines the construction, remodeling and demolition permits into one.
A building with a busy permit file
The property has about two dozen permit filings on record. The largest earlier project is the ICE/HSI Workplace Transformation Initiative, also an interior remodel of office space, filed in March 2025. Two of its environmental determinations were denied before a third was approved in May 2025, its construction permit is under inspection, and its single permit, which bundles the use permit and the other authorizations a business needs to operate, was approved on May 21, 2026. A single permit for the Capitol Office Building itself was approved on September 23, 2026.
The property
The property covers 3,254 m2 (35,028 sq ft). It is zoned ZU-G3 on 90% of its area and ZU-R1 on the rest, and the Puerto Rico Land Use Plan classes it as urban land. Its only recorded sale is a $1 million deed of July 3, 1998.
